Iran-US: The 14-point draft agreement (according to Tehran media)

Iran's Mehr news agency published details of the draft 14-point agreement between Iran and the United States, citing a source close to Tehran's negotiating team. A source told Reuters, cited by Haaretz, that the agreement could be signed as early as Sunday in Geneva, according to Axios, although Fars calls it "mere speculation." In any case, according to the draft reported by Mehr, the agreement also includes a cessation of hostilities in Lebanon, thus complying with Tehran's request, and Iran's renunciation of nuclear weapons production, thus addressing Israel's concerns. Excluded from the agreement, however, are Iran's missile program and Tehran's support for pro-Iranian groups in the region. 

Iranian Foreign Ministry spokesman Esmail Baghaei explained that the text still needs to be reviewed and finalized by the relevant authorities in Iran. But specifically, according to the Iranian agency, the first point of the draft calls for "a permanent and immediate cessation of fighting on all fronts, including Lebanon." The second point calls for "a commitment by the United States not to interfere in Iran's internal affairs and to respect the sovereignty of the Islamic Republic of Iran," while the third refers to "the complete lifting of the naval blockade within 30 days." 

The fourth point is "the commitment of the United States to withdraw its forces from the areas surrounding Iran," while the fifth point calls for "the reopening of the Strait of Hormuz within 30 days, in accordance with the agreements established by Iran." The sixth point concerns "the suspension of sanctions on Iran's sales of oil, petrochemical products, and derivatives, together with Iran's full access to the resulting financial resources." 

The seventh point refers to war compensation and includes "the obligation for the United States and its allies to submit plans for the reconstruction of Iran worth at least $300 billion." The agreement is not, however, final, as explained in point 8, which speaks of "a 60-day negotiation period aimed at reaching a final agreement on nuclear issues and the complete lifting of US primary and secondary sanctions, as well as resolutions of the United Nations Security Council and the Board of Governors of the International Atomic Energy Agency." 

The ninth point concerns the nuclear issue and refers to "Iran's reaffirmation of its commitment, under the Nuclear Non-Proliferation Treaty, not to produce nuclear weapons." The tenth point concerns the upcoming talks and states that "during the negotiation period, the United States will not deploy additional forces in the region or impose new sanctions." Point 11 provides for "the release of $24 billion in Iranian funds frozen during the 60-day negotiation period, half of which must be made available to Iran before the start of negotiations." Point 12 then explains that "a monitoring mechanism for the agreement's implementation will be established," and point 13 states that "final approval of the agreement through a UN Security Council resolution" is expected. 

The fourteenth and final point states that "final negotiations will not begin before half of the blocked Iranian funds are released, oil sanctions against Iran are suspended, and the naval blockade is lifted. The final agreement will focus exclusively on the fate of enriched materials and enrichment activities, sanctions relief, and plans for rebuilding the Iranian economy." Excluded from the agenda are "discussions regarding Iran's missile program and support for resistance groups" in the region.
